Progress At a Glance

This report consists of implementation progress works of Upper Kabeli Hydro Power Project- 28.10 MW (UKHPP) being physically implemented by Peace Energy Company Pvt Ltd (PECL) in Taplejung District District of Eastern Region of Nepal. The progress report covers the physical and financial progress till end of 2023. All the pre-construction activities such as contractual agreements for civil construction and hydro mechanical, land purchase, construction power, full mobilization of civil contractor, construction of access roads has been completed comp building is under construction and will be completed within one month. Pre construction of civil structures as land development of head works, crusher industry and audit tunnel are full speed and almost completed. The project cost has been estimated of NPR 5,670 Million. Major Works Executed till end of 2023 are:

PPA Status
Agreement signing of PPA has been accomplished between NEA and Peace Energy Company Pvt Ltd on 2080/04/02 BS.
Access Road

Construction of access road has been completed. Maintenance of access road has been carrying out regularly for smooth operation of vehicular movement from municipal road  to different sites.

Corporate Social Responsibility and Environmental Works

Under CSR program and environmental mitigation, PECL has developed and implemented a  local trail scheme targeting the nearby villages of Powerhouse. The PECL has been providing financial as well as material support to schools, users’ committees and local agencies as and when required.  

Headworks

Crusher has been under mobilizing in the site and Land development has been developed  for establishment of crusher machine at site of headworks.

Headrace Tunnel and Penstock

Land development has been about completed for constructing of portal of audit tunnel. Necessary equipment of tunnel construction under procurement and  delivered at site within a Poush , 2080.

Powerhouse and Tailrace

Access road up to power house has been completed and land development  has been started in PH.

Land Acquisition Works

Around 260 Ropani Land acquisition required for  camp building and civil construction works has almost been completed.

Electromechanical Works

Work has not been started in this sector. Planning of selecting of supplier has been going on and will be finalized within next six month.

132 kV Transmission line works

Power Evacuation point of Dhungesanghu (As per PPA) at distant of 25 km from power house of the project  has been shifting  with the evacuation point in Amarpur at the distant of 15 KM. The process of shifting of  power evacuation point   has  been completed at final stage.

Hydromechanical Works

Work has not been started in this sector. Planning of selecting of supplier has been going on and will be finalized within next six month.

Construction Power

Construction power has been installed at   with  three transformer from fidder line of NEA

Financial Closer of the Project

Financial Closer of the project is under finalization stage with  the lead of Machhapuchchhre Bank Ltd. Syndicated Loan Agreement with consortium bank is expected to  be signed  within  Paush, 2080

Expenditure: Till the month of end of Marga 2080, the expenditure for implementation of UKHPP is 9.25% out of total Project cost (5,646.9 Million Revised Cost-4) till the end of 2023.

PROJECT ACCESSIBILITY

All weather road from Ktm to Tharpu (664 km)
The project is connected with road. There are two access to reach the project site. One to take the road from Kathmandu from where the proposed headworks is about 664 km (440 km black topped road from Kathmandu to Birtamode, 150 km black topped road from Birtamode to Phidim bazaar, 61 km black topped road from Phidim bazaar to Tharpu, 8.0 km dirt road to proposed powerhouse location and 5.0 km dirt road from Powerhouse to the proposed headworks location).
Another is to take flight from TIA, Kathmandu to Bhadrapur airport which is approximately 45 minutes. From Bhadrapur airport, the propose headworks is about 241 km (17 km black topped road from Bhadrapur to Birtamode, 150 km black topped road from Birtamode to Phidim bazaar, 61 km black topped road from Phidim bazaar to Tharpu, 8.0 km dirt road to proposed powerhouse location and 5.0 km dirt road from Powerhouse to the proposed headworks location)

LAYOUT OF THE PROJECT

This scheme is Run-off-River (RoR) project and is proposed in Kabeli River. All the project components (headworks arrangement, headrace tunnel, portals and adit, penstock pipe, penstock tunnel and powerhouse arrangement) are proposed along the right bank of Kabeli River. Physically, the project lies in the Lesser Himalayan Zone with an elevation of 989.30 m above mean sea level (m amsl) at weir crest level (headworks) and 794.40 m amsl at Powerhouse minimum tail water level. The proposed headworks is located about 300 m downstream from the confluence of Kabeli and Tawa Kholas. Headworks arrangements comprises of diversion weir, undersluice, side intake, gravel trap and settling basin with the flushing arrangements. Flow from settling basin is conveyed to the headrace tunnel via forebay of an appropriate dimension. Surge tank is envisioned at the end of headrace tunnel. From surge tank, flow is then diverted to the generating units inside the semi surface powerhouse via steel pipe followed by river crossing and penstock tunnel. After power generation, flow is discharged back to the same river via tailrace culvert. General arrangement of the project is presented in Figure.

Legal Status

All legal documents required for processing physical implementation have been acquired. All private land required for constructing project components have been purchased from the land owners. Construction of access roads to the Head works and Surge Shaft has been completed with the general consent from the local users committee with the condition that the land along the road shall be shared by the local users. Public land has been acquired/leased for the project duration prior to the commencement of the project. A summary of the project status is presented in the following table:
